The nail that gets hammered

I read an article earlier today on a billionaire builder of china in the New Yortk Times and in it is a saying that i've never seen used before, here is the excerpt:

"The nail that sticks up gets hammered," said Jack J. T. Huang, chairman of Asia for the law firm Jones Day, citing a common Chinese saying that is also popular in Japan and elsewhere in Asia. "No one wants to be that nail and talk about this kind of business."

I'm not sure why but the nail phrase did not sit well with me. If you ask me, I think it depends on the type of nail that is sticking up.
